On April 16, 2025, U.S. Secretary of State Marco Rubio officially announced the closure of the State Department’s Counter Foreign Information Manipulation and Interference office (R/FIMI), formerly known as the Global Engagement Center (GEC). The GEC was originally established in 2016 to counter foreign propaganda and disinformation efforts, particularly from adversaries like Russia, China, and Iran. Rubio criticized the GEC for allegedly misusing taxpayer funds—reportedly over $50 million annually—to suppress American voices, asserting that it engaged in censorship rather than protecting free speech. He argued that the office had deviated from its original mission and became a tool for silencing dissenting opinions. Yahoo+9Reuters+9Politico+9WIRED
The GEC had already ceased operations in December 2024 after its congressional mandate expired but was reorganized into R/FIMI. Rubio’s decision to shut down R/FIMI aligns with the broader Trump administration initiative to dismantle what it terms the “censorship-industrial complex.” Newsmax+3Reuters+3Fox News+3AP News+3Newsmax+3Newsmax+3
Critics of the closure, including some Democratic lawmakers and foreign policy experts, argue that dismantling the GEC weakens the United States’ ability to counter foreign disinformation campaigns, potentially leaving the nation more vulnerable to propaganda efforts by adversaries.
