In 2017, Tony Seba predicted that every new vehicle by 2025 will be EV (electric vehicle). Last year, in 2020, UK Prime Minister Boris Johnson announced the plan to ban sales of gasoline and diesel-powered passenger cars in UK beginning in 2030. Bloomberg NEF predicted that 57% of all passenger vehicle sales will be electric by 2040. The trend toward EV is definitely accelerated by the need to combat climate change.
In meeting the challenge of climate change, in addition to transitioning into renewable energy such as solar and wind, massive move toward the electric vehicles (EV’s) is critical. Back in December of 2020, even before Biden’s inauguration, he had already revised a plan to address electric vehicles, bringing back tax incentives and tax credits and building 500,000 charging points to make it easier for Americans to transition into clean electric vehicles use. Some of the proposal details about electric vehicles in Joe Biden’s Presidency are listed below:
- $2 Trillion Climate Agenda
- Bring back $7,500 tax credits for those with annual income below $250K
- Invest in 500,000 EV charging points (no specification as to if they will be level 2 or level 3) by 2030
- Provide cash vouchers for gas car trade-in to switch to electric vehicle
- Rigorous new fuel economy standards aimed at ensuring 100% of new sales for light- and medium-duty vehicles will be zero-emission
- Mandate of 100% electric vehicles by 2035
- Convert government fleets to electric
- Financial assistance for automakers to transition into clean electric vehicles
- More support for EV startup companies

So, it is not surprising when President Biden announced an initiative to replace the federal fleet with American-made electric vehicles in an effort to revitalize manufacturing jobs in the U.S. and to reduce emissions, in the video published on Ja 27, 2021, “Zero-Emissions Federal Fleet Vehicles On the Way“, below:
The $7,500 federal tax credit for electric vehicles would not be available to those who will be purchasing EV from Tesla or GM after March of 2021 because both Tesla (reached in 2018) and GM (reached by end of March of 2021) will have already sold beyond 200,000 electric vehicles limit. Keep in mind that this is a non-refundable federal tax credit rather than tax return such that tax return=EV tax credit – tax liability.
