Unfortunately, during the two past sessions in Congress, the stimulus package 2 negotiations has been taking a back seat to nominating a Supreme Court Justice. It is sadly summed up by Congresswoman Gwen Moore, “The Senate GOP is more concerned with filling a Supreme Court seat less than two months before an election than passing a COVID-19 relief package. The priority isn’t the American people.” Furthermore, the government funding bill is also diverting attention away from the stimulus package 2 negotiations. If the government funding bill is not passed, there will be government shutdown at the end of September, 2020. The Democrats want more money for food programs while Republicans want more money for farmers. Whether or not to help state and local governments is another issue of debate between the Democrats and Republicans: Democrats have been advocating for $1 trillion for local and state governments while Republicans want only $150 billion for local and state governments. Finally, House Democrats introduced a new short-term spending bill on Monday, September 21, 2020, that Senate Republicans immediately denounced, raising the possibility of a government shutdown weeks before the November election. These details need to be resolved before passing through House of Representatives and the Senate in order to avoid a government shutdown.
