As Florida and many other states’ governors having to continue extending temporary ban on evictions and foreclosures due to COVID-19, Congressmen Tim Ryan and Ro Khanna were inspired by presidential candidate Andrew Yang‘s Universal Basic Income (aka Freedom Dividend) and proposed H.R.6496 in April of 2020, the bill that would give most American $2,000 per month (and $500 per child for up to 3 children) for 12 months, described below in italics.

H.R.6496, Emergency Money for the People Act

This bill directs the Department of the Treasury to make monthly payments during a specified 12-month period to certain citizens and noncitizens of the United States and their dependent children. The amount of such payments shall be $2,000 each month ($4,000 for married couples filing joint returns) and additional amounts for their dependent children. The monthly amount shall be phased out for individuals whose adjusted gross income exceeds $130,000 ($260,000 for joint return filers). The payments must begin within 14 days of the enactment of this bill.

The bill allows such monthly payments for individuals who are not U.S. citizens or residents, but have been physically present in the United States continuously since January 27, 2020 (the effective date of the public health emergency resulting from the COVID-19 [i.e. coronavirus disease 2019] pandemic), and continue to be physically present in the United States throughout the duration of the payment period.

If Treasury does not have sufficient tax return information to make payments to an eligible individual, it shall consult with the Department of Veteran Affairs and the Social Security Administration and any agency making pension or annuity payments to such individual.

On april 14th Representatives Ro Khanna and Tim Ryan introduced the “Emergency Money for the People Act” . This bill will be allocating $2,000 monthly payment to every qualifying American over the age of 16 for up to 12 months. It also fixes a bug in the CARES Act to ensure college students and adults with disabilities can still receive the payments even if claimed as a dependent. Also this bill fixes the issue that not everyone has a bank or a home address to receive a check – so it allows individuals to get this money through direct deposit, check, prepaid debit card, and some believe that it will be possible to get it from platforms such as Venmo, Zelle, or PayPal. These payments will be guaranteed for at least six months and would renew for another six months unless the employment-to-population ratio for people ages 16 and older returns to 60%. Furthermore, these payments would not count as income so they will not affect income-based state or federal government assistance programs. Eligibility: Every American age 16 and older making less than $130,000 annually would get $2,000 per month. Married couples earning less than $260,000 would get $4,000 per month. Families with children will receive an additional $500 per child Those who had no earnings, were unemployed, or are currently unemployed would also be eligible. The Emergency Money for the People Act also expands the program to millions more Americans who were excluded from the CARES cash rebates – such as college students and adults with disabilities who are still claimed as a dependent. The individual will receive the payment and their parent or guardian will receive the dependent credit, in the video “$2000 PER MONTH! New Stimulus Package“, below:
