On Saturday, January 4, 2020, China’s State Council announced that 62-year-old Wang Zhimin, a top representative in Hong Kong who had worked his way up the ranks of China’s Hong Kong bureaucracy over a decade before becoming the head of its Liaison Office in 2017, has been succeeded by Luo Huining, a high-ranking veteran with no experience working in the Asian financial hub but was previously boss of the northern province of Shanxi and is higher in the Communist party hierarchy than Wang Zhimin. The Liaison Office, the vehicle through which Beijing can influence policy in Hong Kong, the semi-autonomous territory, reports to China’s State Council. Luo’s appointment marks the first time that any one without direct experience of Hong Kong has been appointed to the top Communist party position in the territory. Such an appointment indicates either Beijing’s displeasure with Wang or making Wang to take the blame for what had happened in Hong Kong.
China’s State Council decided on Saturday to appoint Luo Huining as the new director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, replacing Wang Zhimin, in the video “China’s State Council appoints new director of HK Liaison Office“, below:
Luo Huining, the new director of the Hong Kong Liaison Office, said at a media briefing, “I am fully confident about this. Everyone fervently hopes that Hong Kong can get back on track. As President Xi Jinping said in his New Year’s address, without a harmonious and stable environment, how could there be a peaceful home?I sincerely wish Hong Kong and Hong Kongers well.”
As commented by East Van, “….As Luo is near retirement his mandate can’t be long and probably features clear targets and deliverables. I presume he doesn’t want to finish his stellar (in CCP terms) career as a loser so he will grind anyone to achieve his goals. So expect Article 23 soon. National education in HK. And more street violence. Luo’s appointment at this time is significant as to the replacement of the CE. No one in international or local media knows Luo directly or indirectly; they are all repeating and rewriting the same facts. I doubt any of the HK tycoons know him. Perfect for Beijing. He’s the kind of guy you want to shake up HK. No connections. No sympathy. No mercy. An impressive choice by Xi who wants to exercise his power through a proven loyalist without interference or dilution. Looks like a new sheriff has come to town.”
