Dear Friends:
Today, Florida moved to full Phase 1 in our Safe. Smart. Step-by-Step. plan for reopening. Under Governor DeSantis’ executive order 20-123:
- Restaurants and food establishments statewide may once again host and serve customers, as long as they adopt appropriate social distancing measures and limit their indoor occupancy to no more than 50 percent of seating capacity. Outdoor seating is permissible with a minimum of six feet between parties.
- Retail sales establishments statewide may open if they operate at no more than 50 percent of their building occupancy and abide by the safety guidelines issued by the CDC and OSHA.
- Museums and libraries statewide may open at 50 percent of their building occupancy.
- Gyms and fitness centers statewide are permitted to reopen at 50 percent of their building occupancy with social distancing in place and sanitation after each use of equipment.

COVID-19 Tests
On Friday, President Trump announced more than 10.3 million COVID-19 tests had been performed in the United States. Nearly 30,000 test results were reported to the Florida Department of Health yesterday. Today, as of 11 a.m., there are 854 new positive COVID-19 cases (839 Florida residents and 15 non-Florida residents) and twenty-four deaths related to COVID-19. While Florida’s testing has increased over the past week, the percent of those testing positive for COVID-19 overall is 7 percent. Three percent of new individuals tested positive, yesterday.
Florida has partnered with more labs to continue to expand testing capacity across the state. Below is a list of the testing facilities in my district.
More Funds for Healthcare Providers
On Thursday, the Department of Health and Human Services (HHS), released another $15 million provided by the CARES Act to assist 159 organizations increase their telehealth capabilities in response to the COVID-19 pandemic. The Health Resources and Services Administration (HRSA) oversees the health workforce programs, which include Geriatrics Workforce Enhancement Program, Area Health Education Centers Program, and Centers of Excellence Program. Paycheck Protection Program
As of Saturday, according to the Small Business Administration (SBA), more than 2.76 million PPP loans had been approved since the second round of funding was provided. Additionally, new information is available as it relates to loan forgiveness. This information provides guidance for how borrowers can apply for forgiveness of their PPP loans. Protecting Our Seniors
Throughout this pandemic, Governor DeSantis has made protecting those in our long-term care facilities a priority. Strike teams coordinated by the Florida Department of Health (DOH) and FL National Guard (FLNG) continue to respond to long-term care facilities that need assistance with handling patients with COIVD-19. For a listing of facilities with active COVID-19 cases, lick here. Additionally, the FL Department of Emergency Management (DEM) has provided more than 10 million masks; 1 million gloves; more than 500,000 face shields; and 160,000 gowns to long-term care facilities across the state.

Preventing Foreclosures and Evictions
On Thursday Governor DeSantis announced that he had extended his executive order that prevents foreclosure and evictions during the COVID-19 pandemic. Executive Order 20-94, issued on April 2nd was signed to provide relief to those experiencing hardship due to the coronavirus. The executive order is now in effect through June 2nd.

I returned to D.C. last week for votes relating to H.R. 6800 and H. Res. 965.
H. Res. 965 authorizes remote voting by proxy in the House of Representatives and allows for official remote committee proceedings during a public health emergency due to the coronavirus. After committing to bipartisan discussions and proposals for any changes to House voting procedures and rules, the Speaker reversed course. This ‘voting by proxy’ rule change, strips duly elected members of their voting power and consolidates it in the hands of a few. I have fought to improve the legislative process and empower every member to be actively involved on behalf of their constituents. This bill is the antithesis of a member-driven process and for this reason I voted no.
H.R. 6800 has a price tag nearly double that of the recently passed CARES Act and included items that don’t help hardworking Americans whose livelihoods have been cratered by the pandemic. For example, it includes more than $200 million for programs such as the National Endowment of the Arts, National Endowment of the Humanities and the National Science Foundation. In addition to stripping States of their constitutional authority to conduct elections, the bill provides no effective support in getting our economy back to work, rather it would:
- Make unemployment insurance more attractive than getting back to work
- Provide no additional funds to the Paycheck Protection Program
- Repeal the SALT Cap for the wealthy
- Increase red tape for employers, making it harder to participate in the economy
- Allows illegal immigrants to receive Economic Impact payments and Medicare benefits.
Additional legislation may be necessary in response to this unprecedented pandemic, but this bill was not a serious proposal and for these reasons I had to vote no.

Let us be wary as the country is reopened. Let’s be cautious, continue to wash our hands thoroughly and wear facial coverings in public and continue practicing social distancing (at least 6 feet from others), for COVID-19 is not yet gone. It is not likely that our life will return to normal until 2022, after the vaccine for COVID-19 will become available to general public globally.
